It turns out that it is answering, but refering to the root.

$ rwhois -v -s rwhois1.netriver.net 69.46.34.5
Connecting to rwhois1.netriver.net:4321
Connecting to root.rwhois.net:4321
Connecting to rwhois.arin.net:4321
Connecting to rwhois1.netriver.net:4321
Connecting to root.rwhois.net:4321
Connecting to rwhois.arin.net:4321
...etc
