[ANN] python-rwhoisd 0.4

Back in 2003, as a programming exercise for learning Python, I wrote a
simple rwhois server and called it "python-rwhoisd".  At the time, I
was dissuaded from releasing it by some folks, and, since that was not
why I wrote it, I didn't and then basically forgot about it.

Last week, as an excuse to use Git, I re-discovered this project,
converted it from CVS to Git, and decided that it should be brought up
to feature parity with rwhoisd-1.5.10, at least in that it should be
able to index IPv6 network blocks.

Anyway, now I'm releasing the code (under the GPLv2 license):
