Error with query

I solved the problem.  The server was trying to go out to rwhois.net to find
the information instead of looking for it locally.  I removed the root
referral and it works fine now.

When I submit a query with the command line utility, it works sometimes and
sometimes not.  When I submit a query by telneting into the port, it always
works.  When it doesn't work on the command line, the log file still shows
that the record was found.  What happens is the command line just hangs
after I type in the query.
Does anyone have any idea what could be wrong?
