List archive related issue

I'm wondering if listadmin is around and can comment on the following
message from the archive:

(which 0 real content from my original message to the list)

And is it my software not doing s/mime right or is it archiver that
caused this problem?

And generally who exactly is supposed to be responsible for list issues 
and for archives, i.e. ARIN or Verisign?
