unable to connect

I dawned on me this weekend that I have telnet blocked in
/etc/inet.conf. (I'm running FreeBSD 5.3)  So I uncommented the IPv4
telnet line and restarted inetd.  Still no dice.

I'm not running a firewall (at least not as defined in /etc/rc.conf),
but I'm wondering if port 4321 is blocked somehow.  I'm looking into
that now, but if anyone has any ideas, it would be greatly appreciated!

My main guess is that you have local firewall rules in place.

Note that the tcp_wrappers code doesn't result in a "Connection 
refused", it just immediately closes the connection ("Connection closed

by foreign host", typically).

Another explanation might be that rwhoisd is only bound to the loopback

interface, however, unless you are running it from inetd/xinetd,
rwhoisd 
itself doesn't have that feature.

You didn't say what your platform was, so I can't give you specific 
commands to run to check.
