rwhois client issue

I have installed RWhois 1.5 Server Daemon
(rwhoisd-1.5.9.3) and RWhois 1.5 C client
library/command line tool (rwhois-client-1.6.1).

I used Jeff's RWhois IP HOWTO
(http://www.unixadmin.cc/rwhois/rwhois-ip-howto.html)
to setting up my rwhois server.

When I telnet my rwhois server I get this:

When I try the following command for a query I get
this:

rwhois -v -s localhost -p 4321 192.168.192.0/19
Connecting to localhost:4321
Connecting to root.rwhois.net:4321

Here my query has no response from my rwhois server
and try another rwhois server (RWhois Punt).

My rwhoisd.log file is this:

Who can explain me why the response to my query has 0
hits?

I have run the indexer (rwhois_indexer -i -s txt) and
I don't have any assignment records yet.
