[ANN] rwhoisd 1.5.10-pre3

Hello folks,

This release contains the build fixes present in the 1.5.9.3 version of 
rwhoisd, as well as new code to handle IPv6 NETBLOCKs.

That is, with this release you should be able to specify non-CIDR 
boundary IPv6 allocations.  I added this mostly to be complete, not that 
I really expect anybody to want to do non-CIDR boundary allocations.

In any case, the new IPv6 netblock code requires libgmp of a 
sufficiently recent vintage.  (Version 4.x should do).
