rwhoisd 1.5.9 issuing referral on all queries?

I'm in the process of getting an RWHOIS server online, using data to be
exported regularly from our internal IP database.

However, the main test server (1.5.9.3) I'm working with seems to issue
a %referral response just before %ok on ALL queries that are (so far as
I can tell) valid, both via manual telnet-to-port-4321 and the rwhois
command line client.  (In order to get anything useful from the
command-line client, I have to use the -R flag.)

Another server with 1.5.7.3 does NOT include this %referral line in its
responses.  The command-line client produces the expected information
with or without the -R flag.

Is this correct behaviour?  If so, why?  I've supposedly configured it
to be Authoritative For This Data.

(The two servers are configured identically with respect to the
rwhoisd.* configuration files, and the network data;  I don't *think*
details of how rwhoisd was compiled and where it was installed would
really matter...  but it's possible.)
