ARIN's requirements for initial space

Hi all,

I have a question about ARIN's multi-homed policy 
(http://www.arin.net/initial-isp.html)

They state that we must:

"Provide reassignment information for /29 and shorter prefix lengths 
using the Shared WHOIS Project (SWIP) or by providing the same 
information fields in an RWHOIS server."

Does this mean we must build an RWHOIS database for our _current_ 
subnet assignments, even though the blocks actually belong to our 
upstream providers? Must we have our upstreams delegate RWHOIS 
authority to us for those blocks as well?

Or are they wanting an example of how we will assign their 
assignment, using some placeholder numbers?

Also "/29 and shorter prefix lengths" is a bit confusing. They mean 
"/29 and larger subnets", right?

Trying to be somewhat clueful before tormenting ARIN...
