This might hold true for a single world wide white pages information
system envisioned in the X.500 days. But as a matter of fact LDAP is
being deployed for, e.g. corporate white pages directories a lot and
increasingly for user management and authentication services. It weren't
technical reasons that the world wide service didn't hit the ground,
rather organizational and reasons connected with privacy legislations.
