Well Peter ... I'm not sure of that last item but let me point out 
something which Is tangential to the decision on consensus but I still 
submit is vitally important.

If you notice those folks who have, so far, expressed positive support for 
IRIS represent a reasonable cross section of the domain name/ TLD operator 
/ and RIR community...in other words we are the dogs that are going to have 
to eat the dog food here and our collective opinion should have some weight 
in the decision on what is and what is not consensus.
