Rick,
I'm not asking that the IETF determine how data is verified, that would be a
policy decision. All I am asking is that there be some typology to describe
how data is verified, in order to implement whatever policy decision is
made.

IMHO, It is not the IETF that should deal with how data is verified. In fact
since ICANN has initiated processes to define such we definately MUST NOT
attempt to define such in the IETF.
