Section 3.2 is specific to domain name registries.  Quoting it in the 
context of the RIR's is out of scope.

This may be the heart of the conflict.

My two cents:

   1) The IRIS drafts (and I had assumed the FIRS drafts) for address 
registries are really just place holders.  They demonstrate some 
interesting ideas of what might be.

   2) However, if the RIR community says there is a better method, we 
should strongly prefer it.
