I'm not sure what you mean by a blacklist.  Do you mean a list of 
servers that a client relies upon for answers or a list of clients 
that a server will ignore?

I'm not sure what you mean my partitions wrt DNS.  Like "class" or 
"type" or splitting the names in some way?
