[Ietf-not43] Appendix B. Outstanding Issues

Now that the draft has been in the repository for nearly 5 hours, I know 
everybody has read it, right?

Anyway, please note the addition of:
   > Appendix B. Outstanding Issues

After re-reading the notes and going back through the list and other 
email, these are the items that I think are still outstanding.  To be 
specific, they are not items I personally think are outstanding, they 
are items other group participants have mentioned for which I cannot 
even find proposed text (hint! hint!).

Also, please comment on any of the other text you feel is incorrect or 
needs to be fixed.
