Ginny,

I am a little confused by part of the requirements in your draft:

  3.2.2.1 Protocol Requirement

     The protocol MUST contain the following search functions:

     1. IPv4 address search given one or more contiguous IP address
        numbers. This search SHOULD allow for both exact matching and
        nested matching.

     2. IPv6 address search given one or more contiguous IP address
        numbers. This search SHOULD allow for both exact matching and
        nested matching.

These searches seem sort of vague to me.  Maybe it is a terminology 
problem.  When doing a IP address search, what are you looking for?  
Supernets or subnets?  All supernets or all subnets?  Is an "exact match" 
the closest enclosing supernet and a "nested match" all supernets?  
Wouldn't we want the ability to search for both supernets and subnets?

Also, I would sort of think that searching for network blocks (IPv4 or 
IPv6) would be one of the most basic points of the service, so should the 
ability to search for them be a SHOULD?
