I don't see the difference. You have to allign the two referral lists by 
individually checking.

If you start with all referrals in the relay bag, you have to sort of 
mark all referrals already dealt with in the referral list and finally 
follow all referals not marked. In any case you will have slightly more 
complex algorithms than with the other non-redundant solution.
