I personally went back and forth on this subject for many months, being
unable to decide if the large list of work items would produce a benefit
that was worth the effort (Andy can tell you how late I was). But in the
end there is the unavoidable conclusion that it is just easier for
everybody to do the work up front. As complex as the rules appear to be
(although they aren't any more complex than the existing DNS and LDAP
rules, at least in terms of escapes), it is going to be much much more
difficult to treat the identifiers differently while still providing the
benefits that we know people want.

It's "two sets of queries". You need separate internationalized queries
for inetDnsDomainMatch, but you also need separate queries for
inetDnsDomainEqualityMatch, inetDnsDomainSoundexMatch, and all of the
other queries that make LDAP useful as a CRISP repository in general.
