Oops, I think I didn't really answer Andy's first question:

A non FIRS client will react to the error codes proposed by me just as 
we would want them to.

A FIRS client will even better know how to interprete the error codes.

I don't see an interoperability issue here. The error codes and their 
FIRS usages will be specified in the draft and conforming 
implementations will be interoperable.
