Ok. I understand the concern now.
The requirement is that the protocol be capable of distributing queries.
Which service operators participate in the query distribution is a
matter of policy.
In addition, there is nothing preventing additional measures where
queries are distributed in a more intelligent manner vs. a shotgun
approach (i.e. index hints).
