I presume that you are allowed to restrict the use of any data you may
give out, regardless of what you are required to provide. I don't see how
different jurisdictions can be satisfied otherwise.
My point is that this same [presumed] flexibility can also be used with
queries -- agree to these terms and we'll let you have the data without
making you ask for it in 50-record-per-day batches. I'm really just
talking about a specific possible solution to the problem of queries for
non-indexed attribute values across autonomous partitions in such a way
that vertical applications are satisfied, and trying to point out that
costs are recoverable through out-of-band means (licensing negotiations).
It's also just personal speculation at this point. I have no idea what the
policy does or does not allow in this area.
