It seems unlikely that there would be 150 companies cooperating the build "the Registry".
.COM has 4 companies that cover 100% of the market.

Reseller (Registrar)
RegisTRA
Registry

A RegisTRA does not compete with a Reseller...
...and Resellers can look like Registrars...
